ولد في ٨ أكتوبر، ١٩٦٦م .
أستاذ دراسات حقوق الإنسان في جامعة كاليفورنيا،
وهو مؤرخ أمريكي بارز في الشرق الأوسط المعاصر، وحقوق الإنسان، والإنسانية الحديثة، وهو خبير في الإبادة الجماعية الأرمنية وإنكارها، ودور اللاجئ في تاريخ العالم.
وبعد غزو العراق واحتلاله عام 2003، قاد أول تحقيق في الأوضاع التي تواجه الجامعات ومراكز البحوث في بغداد. وظهرت نتائج فريقه في "فتح الأبواب: الظروف الأكاديمية والحياة الفكرية في فترة ما بعد الحرب في بغداد"،
التي كانت تنتقد بشدة السياسات الثقافية والتعليمية الأميركية في مرحلة ما بعد الغزو، وخاصة تلك التي اعتمدتها سلطة التحالف المؤقتة.
منذ عام 2013، عمل على مشروع مشترك بين جامعة كاليفورنيا ومعهد ديفيس للتعليم الدولي لمساعدة الطلاب الجامعيين والباحثين من الحرب في سوريا. وقد وثق المشروع كيفية إهمال وكالات التعليم الحكومية الحكومية والحكومية الدولية للاجئين التعليم العالي للاجئين، واقترح أساليب وتقنيات جديدة لمساعدتهم، بما في ذلك سبل زيادة حركتهم
